MAS IMPUESTOS | Nuevo impuesto para volar: cuánto hay que pagarle al fisco cada vez que se compra un pasaje de avión

La Cámara de Diputados de la Nación aprobó el Presupuesto para el 2023 y, en ese marco, incluyó una modificación de última hora del proyecto de ley que agregó una nueva tasa a los viajes en avión, que se cobraría tanto en vuelos domésticos como internacionales. El nuevo cargo es menor en comparación con otros que ya estaban siendo aplicados a los pasajes aéreos, pero con la nueva incorporación el 49% del valor un pasaje al exterior se explica por impuestos y tasas.
“Créase la Tasa de Seguridad de la Aviación, correspondiente al servicio público de seguridad de la aviación contra actos de interferencia ilícita que presta la Policía de Seguridad Aeroportuaria”, reza el artículo 121 del texto que tratan hoy los diputados.
La norma estableció un monto fijo que determinará el Ministerio de Seguridad de la Nación, cuyo valor no podrá superar el equivalente a 0,25% del sueldo básico del grado jerárquico de Oficial Principal del Escalafón General del Personal Policial de la PSA, es decir un máximo de $250, que se calculan sobre el salario de referencia que hoy en día se ubica en torno a los 100.000 pesos.
Concepto por concepto, qué se paga cuando se compra un pasaje de avión
Un análisis realizado por Infobae muestra que más del 49% del valor de un pasaje son tasas e impuestos. Por ejemplo, en un pasaje a Miami para enero próximo que cuesta $675.907,00, $331.863,25 corresponden a cargos impuestos por el fisco. Los impuestos de Estados Unidos que aplican al mismo ticket, mientras tanto, explican el 1,6% del valor total que paga el usuario. El resto se reparte entre la aerolínea y la agencia de turismo que expende el viaje.
¿Qué impuestos se aplican?
Hasta ahora, en la Argentina se pagaban diferentes tasas e impuestos sobre los boletos aéreos dependiendo la categoría del vuelo, a saber:
– En en caso de pasajes Internacionales, se deberá pagar la Tasa de uso aeroportuario (57 dólares en los aeropuertos de AA2000, en el Aeropuerto de El Calafate, en el Aeropuerto de Neuquén y en los no concesionados, USD 51 en el Aeropuerto de Bahía Blanca o USD 49 en los aeropuertos de Ushuaia y Trelew); la Tasa de migraciones y aduana (10 dólares); la Tasa de Seguridad (8 dólares); la Percepción al Impuesto a las Ganancias (45%); el Impuesto PAIS (30 por ciento); la Percepción a cuenta de Bienes Personales (25%); y el Impuesto de la Dirección Nacional de Turismo (7 por ciento). Por último, en caso de pago en efectivo se aplica otro 5% de Retención al Impuesto a las Ganancias pero los pagos en efectivo no son relevantes en el sector.
– Para los pasajes aéreos regionales (aquellos que se dirigen a destinos de América del Sur)se incluirán en el precio final la Tasa de uso aeroportuario (25,16 dólares en todos los aeropuertos); la Tasa de migraciones y aduana (10 dólares); la Tasa de Seguridad (8 dólares); la Percepción al Impuesto a las Ganancias (45%); el Impuesto PAIS (30 por ciento); la Percepción a cuenta de Bienes Personales (25%); y el Impuesto de la Dirección Nacional de Turismo (7 por ciento). En caso de pago en efectivo, aplica además la Retención al Impuesto a las Ganancias (5%).
– El último caso, el de los pasajes domésticos, la cantidad de percepciones es menor. En estos casos se pagará el Impuesto al Valor Agregado (10,5%); el Impuesto sobre Ingresos Brutos; la Tasa de uso aeroportuario (que puede variar desde los $133 hasta los $614 dependiendo la terminal); y la Tasa de Seguridad (40 pesos).
En caso de aprobarse la nueva tasa que analiza Diputados, se agregarían cerca de 250 pesos al valor de cada pasaje, sea cual fuere su destino, ya que la nueva normativa aplicaría para todos los tickets aéreos.
Hace algunas semanas se agregó una percepción del 25% para los pasajes internacionales que superen los USD 300
“Crear esta tasa sería abrir una puerta hacia no sabemos dónde, no sabemos qué nivel de servicio o alcance tendría. Imaginar que los pasajeros paguen por controles de la PSA en municipios o en allanamientos ordenados por la justicia sería extraño de explicar”, dijo Felipe Baravalle, director ejecutivo de la Cámara de Compañías Aéreas en Argentina (Jurca).
“Las líneas aéreas ya pagan por servicios de seguridad privada en el aeropuerto porque hoy PSA no cubre por ejemplo el escaneo de valijas que es su responsabilidad”, agregó Baravalle y concluyó indicando que “encarecemos cada vez más los pasajes”.
Si bien la nueva tasa que se tratará hoy en Diputados no representaría una suba significativa en el precio de los pasajes aéreos, hace algunas semanas se decidió agregar una percepción impositiva del 25% a los tickets aéreos hacia el exterior que superen los 300 dólares, un mecanismo conocido como “dólar turista” o “dólar Qatar”. La nueva percepción hace que en términos reales los argentinos paguen los boletos aéreos hacia el exterior un 14,2% más caros que antes.

Fuentes de la PSA defendieron el cobro de una tasa. Explicaron que la Organización de Aviación Civil Internacional (OACI), agencia de la ONU abocada al transporte aéreo, recomienda que las tareas de seguridad aeroportuaria sean financiadas a través de tasas, aseguraron.
“La inmensa mayoría de los países financia su servicio de seguridad aeroportuaria con una tasa a tal efecto”, dijeron.
Según explicaron, se viene trabajando en esto desde el primer día de la gestión del presidente Alberto Fernández. Hoy, del total del presupuesto de la PSA, se destina el 96% a salarios, lo que dificulta el financiamiento de equipamientos y costos operativos. “La PSA es el único organismo de la comunidad aeroportuaria que presta servicios en todos los aeropuertos del sistema nacional, que no cuenta con financiamiento proveniente de la venta de pasajes aéreos”, agregaron.
