El Gobierno dispuso la adquisición de yerba mate “para atender a la población en situación de vulnerabilidad” por un monto cercano a los $ 650 millones.
Se trata de una resolución administrativa publicada hoy en el Boletín Oficial y que lleva la firma del jefe de gabinete, Juan Manzur, y del ministro de Desarrollo Social, Juan Zabaleta.
“Apruébase la Licitación Pública N° 95-0072-LPU21 del Ministerio de Desarrollo Social, con el objeto de lograr la adquisición de yerba mate elaborada con palo para atender a la población en situación de vulnerabilidad, solicitada por la Dirección Nacional de Seguridad Alimentaria del citado Ministerio”, indica la resolución 414/2022
La Licitación Pública N° 95-0072-LPU21 de la cartera que conduce Zabaleta se decidió “a favor de las firmas, por las cantidades, marcas y montos que a continuación se detallan: Ignacio Kleñuk, por la cantidad de 800.000 unidades de yerba mate elaborada con palo, presentada en envases con un contenido neto de 1 kilogramo cada uno, según especificaciones del Pliego, marca YO-LA-VI, por un monto total de $331.920.000.

Además, Grupo ÁREA por 800.000 “unidades de yerba mate elaborada con palo, presentada en envases con un contenido neto de 1 kilogramo cada uno, según especificaciones del Pliego, marca YERUTÍ, por $311.456.000″.
Por otro lado, se declaró “fracasada en la Licitación Pública N° 95-0072-LPU21 la cantidad de 2.400.000 kilogramos de yerba mate elaborada con palo, por no haberse obtenido ofertas válidas”.
El artículo 6to autorizó “al Ministro de Desarrollo Social a aprobar la ampliación, disminución, resolución, rescisión, declaración de caducidad y aplicación de penalidades a los adjudicatarios o cocontratantes respecto de Licitación Pública que por este acto se aprueba”.
En el siguiente se define que “el gasto que demande la presente medida, que asciende a la suma total de $643.376.000 se imputará con cargo a los créditos específicos del Presupuesto de la Jurisdicción 85 – Ministerio de Desarrollo Social para el Ejercicio 2022″.
En los considerandos, se indicó que “la Sigen elaboró el Informe Técnico de Precios Testigo mediante Orden de Trabajo N° 61 de fecha 16 de febrero de 2022, informando el Precio Testigo para el único renglón de la contratación, en los términos y alcances establecidos en el punto I.c.1 del Anexo II de la Resolución SIGEN N° 36/17 y sus modificatorias”.
Además, se detalló que “la DIRECCIÓN DE POLÍTICAS DE SEGURIDAD ALIMENTARIA del MINISTERIO DE DESARROLLO SOCIAL, en su carácter de área técnica, elaboró el correspondiente Informe Técnico de las ofertas recibidas, el cual cuenta con la conformidad de la DIRECCIÓN NACIONAL DE SEGURIDAD ALIMENTARIA de dicho Organismo, en su carácter de Unidad Requirente, en el cual determinó el cumplimiento, por parte de los oferentes, de las Especificaciones Técnicas exigidas en el Pliego de Bases y Condiciones Particulares”.
En tanto, “la Comisión Evaluadora del Ministerio de Desarrollo Social, en función de los análisis administrativos, económicos y técnicos preliminares y de la documentación obrante en el expediente respectivo, suscribió el Dictamen de Evaluación de Ofertas con fecha 15 de marzo de 2022″.
