El acuerdo con el FMI es ley
Con 56 votos a favor, 13 en contra y 3 abstenciones, el Senado de la Nación convirtió en ley el acuerdo entre la Argentina y el Fondo Monetario Internacional, para refinanciar la deuda externa contraída durante el gobierno del expresidente Mauricio Macri.
El proyecto que autoriza al Ejecutivo nacional a firmar el acuerdo con el Fondo Monetario Internacional (FMI) para la refinanciación de la deuda contraída en 2018 por el gobierno macrista fue convertido en ley este jueves con el voto positivo de la mayor parte del oficialismo y de la bancada opositora.
Tras casi diez horas de sesión, la Cámara alta avaló el entendimiento con el FMI para el refinanciamiento de la deuda de más de 44 mil millones de dólares, por 56 votos contra 13 y tres abstenciones.
En la mayoría de los 40 discursos escuchados durante la sesión especial, desde los dos principales espacios políticos, el Frente de Todos (FdT) y Juntos por el Cambio (JxC) coincidieron en la necesidad de priorizar el hecho de que Argentina firme el acuerdo con el FMI para no caer en default.
Entre los votos positivos, 20 fueron del oficialismo y 36 de la oposición, mientras que de los 13 negativos todos fueron del FdT.
Tres senadoras, las neuquinas Lucila Crexell (JxC) y Silvia Sapag (FdT) y la rionegrina Silvia García Larraburu (FdT) optaron por la abstención.
La sesión fue abierta por la vicepresidenta Cristina Fernández de Kirchner, quien se retiró luego para mantener reuniones en su despacho, reapareció en mitad de la tarde y luego volvió a retirarse y dejó en manos de la presidenta provisional del Senado, Claudia Ledesma, la conducción de la votación final.
En los discursos del FdT prevalecieron las críticas al origen de la deuda contraída con el organismo internacional por el gobierno de Mauricio Macri y se repitieron las voces que definieron al préstamo adquirido con el organismo como «una de las mayores estafas» al pueblo argentino.
También hubo pedidos a la Justicia para que se aceleraran las causas contra funcionarios de la gestión de Mauricio Macri acusados de fuga de divisas.
Desde la oposición, los senadores Martín Lousteau, Alfredo Cornejo y Luis Naidenoff rechazaron las acusaciones, trasladaron la responsabilidad del origen de la deuda a la crisis que dijeron haber encontrado cuando asumió Cambiemos y justificaron el apoyo en la necesidad de evitar «mayor sufrimiento al pueblo«.
En la apertura, el miembro informante del FdT, el titular de la Comisión de Presupuesto, Ricardo Guerra, acusó a la gestión de Macri de «especular políticamente» en su vínculo con el FMI y declaró que «el préstamo fue alejado de lo estatutario y de lo legalmente permitido».

En el cierre, el jefe del bloque, José Mayans, reconoció que «nosotros dijimos que íbamos a volver para ser mejores, hasta ahora no lo logramos, pero ustedes dicen que lo van a hacer todo igual pero más rápido», advirtió Mayans en referencia a una frase que Macri pronunció como autocrítica durante un diálogo con el escritor peruano Mario Vargas Llosa, y asegurando que desde el propio frente todavía «queda un largo camino» para lograr las metas trazadas en 2019.
Entre las senadoras oficialistas que no acompañaron el proyecto del Gobierno, Silvia Sapag (FdT-Neuquén), argumentó su abstención al sostener que apoya al Gobierno pero que por razones familiares «muy personales» no puede avalar el entendimiento.
María Pilatti, una de las legisladoras más ligadas a la Vicepresidenta, que votó en contra, aclaró que «tener diferencias no significa rupturas» para ahuyentar rumores sobre una fractura del bloque del oficialismo.
Al promediar la tarde, cuando Fernández de Kirchner estaba aún en el estrado, la salteña Nora Giménez aclaró dirigiéndose a la funcionaria: «No voto en contra de su gobierno ni voto en contra de usted como mi Vicepresidenta, voto en contra de la deuda ilegitima que dejó Macri y del Fondo que vuelve a imponer sus políticas para repetir los ciclos de endeudamiento».
María Eugenia Catalfamo (San Luis) justificó su voto en contra al señalar que «no es en contra de nuestro gobierno» y calificó a la toma del préstamo por parte del Gobierno de Cambiemos como «la mayor estafa que sufrió» la Argentina.
Entre los discursos más duros desde la oposición, el del senador radical Martín Lousteau despertó críticas del oficialismo después de que se refirió a la fuga de capital de la que acusan al gobierno macrista y mencionó causas judiciales que vinculó con la Vicepresidenta. También dijo que había que apoyar el acuerdo porque no hacerlo sería «catastrófico».
El radical cordobés Luis Juez dijo en su exposición que «nunca» pensó en que su primera votación en el Senado iba a ser «para acompañar a este Gobierno», celebró que un acuerdo con el FMI haya sido puesto a consideración del Congreso «por primera vez» y afirmó que la dirigencia política «fracasó» en el país por discutir «recurrentemente» el mismo tema.
La habilitación de la sesión sobre tablas, que requería de los votos positivos de los dos tercios de los presentes, fue facilitada por la oposición, ya que el dictamen obtenido el martes en la comisión de Presupuesto y Hacienda no obtuvo los siete días desde su publicación, tal como establece el reglamento.
El proyecto había recibido media sanción la semana pasada en la Cámara de Diputados y ahora deberá ser tratado por el directorio del FMI para recibir la luz verde definitiva para el acuerdo.
