En el marco de la tercera edición de la Expo Escobar, el ministro de Economía, Sergio Massa, junto con el secretario de Industria y Desarrollo Productivo, José Ignacio de Mendiguren, puso en marcha la nueva línea CreAr para microempresas productivas destinada a monotributistas para el financiamiento de inversiones como compra de equipamiento, herramientas y otras necesidades productivas. Con este lanzamiento, el Gobierno Nacional apunta a llegar a 1.300.000 personas para potenciar el perfil emprendedor y promover el desarrollo argentino.
“Creemos que al talento y a la innovación, el Estado les tiene que poner puentes de incentivo para crecer”, afirmó Massa, y destacó que esta ampliación del programa Crédito Argentino apunta a que “muchos de esos talentosos que están acá y que necesitan su equipo lo puedan comprar con garantía del Estado a través del FOGAR”.
La ampliación del financiamiento otorgado a través del Programa Crédito Argentino permite que 1.240.000 monotributistas puedan acceder a créditos a tasa fija, con 40 puntos porcentuales de subsidio de tasa del Estado Nacional, sin requisito bancario.
El ministro anunció también un incremento en las escalas del monotributo, para brindar alivio fiscal a 4.781.614 trabajadores y trabajadoras de todo el país. En ese sentido, Massa resaltó que se busca “que los trabajadores paguen menos impuesto a las Ganancias en sus aguinaldos, porque eso vuelve al consumo. Además, porque alivia la situación que entendemos genera la pelea contra la inflación”.
Por su parte, Mendiguren subrayó: “Hay que distinguir entre el decir y el hacer, acá estamos reunidos porque tenemos la satisfacción de hacer política económica e industrial. Nunca estuve tan orgulloso de pertenecer a un equipo económico porque en las peores circunstancias nos hicimos cargo, pudimos mantener el nivel de actividad, generar más empleo y diseñar un programa concreto para que la Argentina dé el salto definitivo al desarrollo”.
“Desde el primer momento Sergio nos transmitió cuál era el camino a recorrer y lo cubrimos al 100%. Pese a todos los inconvenientes, como la sequía, que recortó en 20.000 millones de dólares los ingresos del Estado, hoy Argentina sigue creciendo, tenemos el índice de inversión más alto de los últimos 14 años, llevamos 34 meses consecutivos de la generación de empleo formal en la industria. En 23 de las 24 provincias, en los últimos 4 meses, se incrementó el empleo formal privado. Esto es único en la historia”, subrayó el secretario.
CreAr para microempresas productivas destina a monotributistas de todo el país hasta $2,2 millones por crédito. El financiamiento estará disponible en todos los bancos públicos y privados que adhieran a la línea, tendrá un plazo de 24 meses con tasa fija y respaldo del 100% del Fondo de Garantías Argentino (FOGAR), lo que implica que los préstamos no serán evaluados por las entidades financieras.
Este nueva línea de financiamiento se presentó en conjunto con el incremento del 41% en la base imponible de las escalas del monotributo que generan un alivio fiscal en cerca de 5 millones de trabajadores y trabajadoras de todo el país.
Crédito Argentino (CreAr) es el programa de financiamiento más grande de la historia reciente del país, se puso en marcha a fines del año pasado y ya cuenta con una inversión de 1 billón de pesos.
El esquema de financiamiento de CreAr promueve que todo el entramado productivo, desde un microemprendimiento hasta una PyME exportadora, pueda acceder a financiamiento con tasas bonificadas y garantías del Estado Nacional para mantener el nivel de actividad, potenciar las exportaciones industriales, generar empleo de calidad e impulsar la transformación de la estructura productiva.
Desde su lanzamiento, CreAr otorgó créditos a PyMEs de todo el país. El 62% se destinó a proyectos fuera del AMBA, lo que permite consolidar la federalización del crédito. A su vez, el programa impulsa la generación de empleo y potencia las exportaciones, ya que el 65% de las empresas que recibieron financiamiento aumentaron su planta de empleo y más del 20% exportó su producción en 2022.
Esta herramienta también busca garantizar la inclusión financiera a través del otorgamiento de garantías del Estado Nacional. En marzo de este año el número de créditos aumentó en términos reales con respecto a febrero, mientras que el sistema financiero registra una morosidad de solo el 3,5%.
El programa incluye líneas con bancos públicos, como BNA, Banco Argentino de Desarrollo BICE y bancos provinciales, bancos privados, créditos directos del FONDEP, y líneas especialmente diseñadas para MiPYMEs, medianas y grandes empresas, sustitución de importaciones, sectores estratégicos, ampliación de exportaciones, o adquisición de bienes de capital a través de leasing, entre otras.
