El designado ministro de Economía, Producción y Agricultura, Sergio Massa, anunció ayer los nombres de los funcionarios que encabezarán las principales secretarías que conformarán la nueva cartera nacional, y que comenzarán sus funciones a partir de esta tarde.
Se trata de Juan José Bahillo, quien será el secretario de Agricultura, Ganadería y Pesca; José Ignacio de Mendiguren, que encabezará la secretaría de Producción; y Matías Tombolini, quien conducirá la secretaría de Comercio en la que se unificarán las labores de comercio interior y comercio exterior que hasta este martes se encontraban en la órbita de la Secretaría de Industria.
Los nuevos anuncios se suman a los nombres dados a conocer en los día previos por Massa, entre los que están Jorge Neme como secretario de Planeamiento del Desarrollo y Competitividad Federal; Marco Lavagna al frente del Indec; Raúl Rigo en la Secretaría de Hacienda; Eduardo Setti como secretario de Finanzas; y Daniel Marx como asesor en temas de deuda.
En una serie de tuits durante la jornada, Massa informó además que la Secretaría de Planeamiento del Desarrollo y Competitividad Federal estará encabezada por el hasta este martes vicejefe de Gabinete Jorge Neme, acompañado por Carola Ramón Berjano y Pablo Sívori «promoviendo las economías regionales y las inversiones en las cadenas productivas de la Argentina».
Juan José Bahillo – Secretario de Agricultura, Ganadería y Pesca
Bahillo el exintendente de Gualeguaychú y ministro de la Producción, Turismo y Desarrollo Económico de Entre Ríos, será el secretario de Agricultura, Ganadería y Pesca de la Nación.
El designado funcionario fue intendente de Gualeguaychú y también fue directivo de la Sociedad Rural local a partir de su vínculo con el sector, ya que Bahillo se dedica a la producción lechera a través de una empresa familiar a la que se incorporó en 1993 y que dirige desde 1999.
En la cartera agraria Jorge Solmi continuará en el nuevo esquema de la Secretaría de Agricultura a cargo de la Unidad de Coordinación Federativa, en tanto Gabriel Delgado fue designado en la Unidad de Apertura de Nuevos Mercados de Proteínas.
Las designaciones en Agricultura tienen por objetivo «potenciar y acompañar el desarrollo de uno de los motores económicos de nuestro país», consignó Massa.
José Ignacio de Mendiguren – Secretario de Producción
Asimismo, Massa dio a conocer que De Mendiguren, actual presidente del Banco de Inversión y Comercio Exterior (BICE) y dirigente de la UIA, estará a cargo del área de Producción, con un equipo integrado por Gabriela Lizana, Priscila Makari, Carla Pitiot y Tomás Canosa.
«El desarrollo con inclusión requiere cambiar la matriz productiva para impulsar la inversión y las exportaciones», aseguró Massa en Twitter.
De Mendiguren presidió en dos oportunidades la Unión Industrial Argentina (UIA) (2001-2002 y 2011-2012), con un perfil “productivista” y fue ministro de Producción entre 2002 y 2003, durante la presidencia de Eduardo Duhalde, director del Banco Nación entre 1999 y 2002, y diputado nacional entre 2013 y 2019, en representación del Frente Renovador.
Matías Tombolini – Secretario de Comercio
Finalmente, Tombolini es el actual presidente de la empresa de telecomunicaciones del Estado Argentino, Arsat, cargo que asumió en febrero último luego de dejar la vicepresidencia del Banco Nación, a donde había llegado con la asunción del gobierno de Alberto Fernández en diciembre de 2019.
Tombolini será el nuevo secretario de Comercio «unificando el manejo del comercio interior y exterior, con el objetivo de darle orden a la mesa de los argentinos y recuperar un sistema de precios adecuado que permita volver a saber cuánto valen las cosas».
La Secretaría de Planeamiento del Desarrollo y Competitividad Federal estará encabezada por Jorge Neme, acompañado por Carola Ramón Berjano y Pablo Sívori promoviendo las economías regionales y las inversiones en las cadenas productivas de la Argentina.

Por su parte, Lavagna seguirá liderando los equipos técnicos del Indec porque «las estadísticas son un pilar fundamental para la toma de decisiones, hay que promoverlas y seguir asegurando su rigurosidad», explicó Massa.
A todos los anuncios conocidos se suman Raúl Rigo como secretario de Hacienda y de Eduardo Setti como Secretario de Finanzas, y la llegada de Daniel Marx, como asesor en temas de deuda.
A Rigo lo acompañarán Jorge Domper como subsecretario de Presupuesto y Claudia Balestrini a cargo de la Subsecretaría de Ingresos Públicos.
Rigo, un experto en cuentas públicas, volverá de este modo a esa función apenas 27 días después de haber presentado su renuncia al rol que ya cumplía en la Secretaría de Hacienda cuando el Ministerio era conducido por Martín Guzmán.
En tanto, Eduardo Setti se mantendrá en la secretaria de Finanzas, cargo que viene que desempeñando desde comienzos de julio cuando había asumido Cecilia Batakis, y lo acompañarán en el equipo, Leandro Toriano, Natalia Capurso y Celeste Izquierdo.
Además, el vicepresidente del Banco Central será Lisandro Cleri y vuelve a la función pública Leonardo Madcur como Jefe de Asesores del Ministerio.
Madcur ingresó al Ministerio de Economía de la mano del secretario de Finanzas, Guillermo Nielsen, como su segundo, en mayo de 2002, cuando el país transitaba una crisis social, institucional y económica.
Asimismo, Massa anunció que Daniel Marx integrará “el comité para el desarrollo del mercado de capitales y seguimiento de la deuda pública”.
Marx fue secretario de Finanzas durante el Gobierno de Fernando de la Rúa, y entre 1989 y 1993 fue jefe negociador de la deuda externa argentina, teniendo a cargo su reestructuración
