AUMENTA LA DECANDENCIA EDUCATIVA | En Misiones se permitirá pasar con cuatro previas
Antes que termine el actual ciclo lectivo, Misiones cambiará su régimen de evaluación y promoción avanzando hacia una nueva flexibilización. Así lo confirmó el presidente del Consejo General de Educación (CGE), Alberto Galarza, en diálogo con FM 89.3 Santa María de las Misiones, la radio de PRIMERA EDICIÓN.
El nuevo régimen ampliará de tres a cuatro la cantidad de materias previas con las que un alumno podrá pasar de año. De hecho, el nuevo régimen establece un porcentaje mínimo de materias aprobadas (el 60%) para poder pasar de año.
“Estos cambios en el régimen académico ya fueron establecidos en una resolución del Ministerio de Educación de la Provincia y nosotros aún estamos evaluando”, confirmó Galarza quien días atrás participó de una reunión con los directores de escuelas técnicas quienes, según confirmó, “no están de acuerdo en algunos puntos y quedamos en rediscutir algunas cuestiones del régimen académico. Están en desacuerdo con que un alumno promueva con el 60% de las materias aprobadas y por ahí en educación técnica tiene cierta razonabilidad porque quien recibe un título de técnico profesional, que lo habilita para el desempeño de una profesión, requiere una sólida formación”.
Repitencia: que se recurse las materias no aprobadas
No es el único tema que está en discusión del actual régimen de promoción. “Tenemos un sistema de repitencia que hay que revisar, no puede ser que quien aprobó seis materias y se llevó cuatro cuando vuelve al año próximo tiene que cursar otra vez las diez materias. Y si tenía aprobado matemática dentro de esas seis materias y después tiene problemas con esa materia y resulta que vuelve a tener problemas para promocionar al próximo año. Por eso, tenemos graves problemas de abandono”, analizó Galarza.
A su entender, esta revisión también se debe dar en el marco de la modificación del régimen académico. “En Argentina está estandarizado que el que repite tiene que recursar todas las materias, en Misiones podríamos pensar que si repite tenga la opción hasta marzo de volver a rendir y después reconocer las que aprobó como aprobadas y no tenga que recursarlas”, indicó.
No obstante, admitió que este tema genera una tensión “porque seguimos profundizando la flexibilización y no la exigencia, pero está claro que estamos ante un problema serio de aprendizaje”. A su entender, “esto puede servir para flexibilizar el sistema educativo pero también para sostener a los estudiantes dentro del sistema”.
Libreta abierta… hasta diciembre
Aún no está definido si se volverá a prorrogar la libreta abierta hasta diciembre pero, según admitió el presidente del CGE, es una posibilidad muy real. “Según los últimos datos que recopilamos en cada escuela a través de los supervisores, tenemos más de 6.300 estudiantes en proceso de libreta abierta. Este jueves y viernes tenemos exámenes y esperamos que los chicos y adolescentes aprovechen estas mesas”, expresó.
Recordó que a principio de año, en el marco de la resolución que extendió la libreta abierta hasta este mes, se hizo un acuerdo con los padres comprometiéndolos a que sus hijos rindan una materia cada dos meses y, los que tienen más asignaturas pendientes, dos por bimestre. El acuerdo no alcanzó porque a fines de junio eran más de 6.300 los que adeudaban más de tres materias.
“Después del receso escolar de invierno queremos hacer una medición para poder definir si seguimos con la libreta abierta o no. En principio, con estos datos que tenemos creo que amerita seguir hasta fin de año pero que sepan los estudiantes y los padres que a fin de año termina la libreta abierta y eso significa que si estos 6.300 estudiantes tienen más de cuatro asignaturas van a repetir de año”, remarcó Galarza.
Se tercerizará la digitalización de los legajos de los docentes
El presidente del Consejo General de Educación se refirió también a la remoción de los vocales y presidentes de ambas Juntas de Clasificación y Disciplina designados por el Poder Ejecutivo.
“A partir de la decisión del Gobernador (Oscar Herrera Ahuad) se renovó a todos los vocales y presidentes de las Juntas designados por el Ejecutivo y los otros cinco, que son los elegidos por los docentes, irán a las elecciones a renovar sus mandatos”, precisó Alberto Galarza.
Según remarcó, el objetivo fijado por el líder de la renovación y presidente de la Cámara de Diputados (Carlos Rovira) y del Gobernador es “iniciar la modernización, innovación y digitalización de todo el sistema de las Juntas donde tenemos toda la información profesional de los docentes. En las Juntas tenemos un legajo individual de cada docente y ese legajo está en parte digitalizado pero gran parte todavía no lo está. Esta es una de las tareas que nos dio el Gobernador: avanzar rápidamente en el proceso de digitalización”.
Galarza admitió además que a lo largo de estos años se recibieron muchas denuncias por el accionar de la Junta y de sus integrantes que llevaban muchos años en ese organismo, algunos más de 20 años.
Un arduo trabajo
Para digitalizar hay que escanear cada uno de los legajos. “Creo que debemos tercerizar esta digitalización, porque si lo queremos hacer con el equipo de administración con el afán de economizar podemos caer en el error de no concretar el trabajo y me parece que lo más importante del proceso de digitalización es que el legajo esté digital y que se respeten cuestiones normativas: los plazos legales para presentar la documentación, para exhibir los padrones y que los padrones estén disponibles online… no hay razón para que los sigamos haciendo en manera manual y en soporte papel”, advirtió.
Confirmó además que “la decisión política es concretar la digitalización este año porque el sistema actual de la Junta colapsó”.
Facultad de auditar
A través del Decreto 1022, aprobado esta semana, se le dio al CGE la facultad de auditar. “Si bien la ley prevé que el CGE sea el órgano rector, en el decreto otorga una facultad expresa de poder auditar. En los conflictos de intereses, cuando no se puede resolver claramente dentro de la Junta, el CGE pedirá esos expedientes para revisarlos, auditarlos y tomar una decisión”, anticipó.
Es decir que los docentes podrán “apelar” una decisión de la Junta ante el CGE y “nosotros tenemos facultad de actuar inmediatamente en la fiscalización de ese proceso”, remarcó Galarza.
