«Que los ricos paguen lo que tienen que pagar», consideró el Presidente
El Gobierno estableció el régimen de segmentación de tarifas para los usuarios de servicios públicos de electricidad y gas natural.
El presidente Alberto Fernández afirmó que lo que está en discusión por la segmentación de tarifas de los servicios públicos es «cuánto tiempo más la Argentina va a subsidiar a los ricos» y aseguró que el proyecto «se va a hacer» y que es necesario que «los ricos paguen lo que tienen que pagar».
«Para subsidiar a los que lo necesitan soy el primero en levantar la mano, pero subsidiar a los ricos no. Que los ricos paguen lo que tienen que pagar y demos a los más vulnerables lo que necesitan. Ese es el sentido de la segmentación», sostuvo el jefe de Estado en en diálogo con los periodistas Romina Calderaro y Claudio Villaruel, en Radio 10.
El Gobierno estableció el jueves el régimen de segmentación de tarifas para los usuarios de los servicios públicos de electricidad y de gas natural por red, en el que el 90% no tendrá nuevos aumentos en sus facturas en lo que resta del año. La medida se dispuso mediante el decreto 332/2022 publicado este jueves en un suplemento extraordinario del Boletín Oficial.
En esta línea, Fernández confirmó que quienes pagaran los servicios básicos sin subsidios serán «el 10 por ciento de la población que concentra el porcentaje más alto de ingreso». Tal como se había estipulado meses atrás, la segmentación reconoce tres niveles de usuarios, de los que solamente el 10% de mayor capacidad económica pagará la tarifa plena sin subsidios.
Esa decisión implica una serie de incrementos de los valores vigentes que, según explicó el Gobierno, se prorrateará de manera bimestral en la segunda mitad de 2022. Esa franja de usuarios está comprendida por aquellos que reúna al menos uno de los siguientes requisitos: Ingresos mensuales netos superiores a un valor equivalente a 3,5 Canastas Básicas Totales (CBT); ser titulares de tres o más automóviles con antigüedad menor a cinco años; de tres o más inmuebles; de uno o más aeronaves o embarcaciones de lujo y/o de activos societarios que exterioricen capacidad económica plena.
El segundo nivel está integrado por los beneficiarios de la tarifa social, y el tercero es un nivel intermedio entre los dos anteriores.
Tanto el nivel 2 como el 3 ya tuvieron los ajustes tarifarios correspondientes, equivalentes respectivamente al 40% y al 80% de la variación salarial del año pasado, y no volverán a tener incrementos en 2022.
«El proceso de licitación del gasoducto seguirá adelante con toda la transparencia»
Alberto Fernández aseguró que el proceso de licitación del gasoducto Néstor Kirchner “seguirá adelante con toda la trasparencia que debe tener y que ya tuvo hasta aquí”, luego del fallo judicial que desestimó las denuncias por supuestas irregularidades, y sostuvo que lo que “la oposición debería hacer es exigirnos que construyamos el gasoducto lo más rápido posible y no hacernos perder tiempo”.
“La justicia reacción bien y el proceso de licitación del gasoducto –Néstor Kirchner- seguirá adelante con toda la transparencia que debe tener y que ya tuvo hasta aquí”, afirmó.
Fernández se refirió así a la decisión del juez federal Daniel Rafecas quien archivó esta semana la causa abierta tras denuncias presentadas por supuestas irregularidades en la licitación del Gasoducto Néstor Kirchner, al considerar que no se constató ningún delito y que el proceso licitatorio se viene realizando conforme a las normas y teniendo en cuenta la urgencia la puesta en funcionamiento de la obra, informaron fuentes judiciales.
El magistrado tomó la decisión luego de escuchar testimonios de expertos en extracción y transporte de gas y del exministro de Desarrollo Productivo, Matías Kulfas, en cuyas declaraciones públicas y comentarios ‘off the record’ se habían basado las denuncias de dirigentes opositores que hablaban de supuesta corrupción alrededor de la licitación.
“Los argentinos necesitamos que ese gasoducto esté rápidamente terminado para que podamos tener más gas. Por ahí, la gente no dimensiona la importancia de ese gasoducto, pero esta obra permitiría que no se tenga que importar más gas y lograríamos el autoabastecimiento de gas”, destacó el jefe de Estado en sus declaraciones de este sábado.
Al respecto, precisó que “tan solo el plan GAS.AR en los dos primeros años de gestión, le permitió a la Argentina ahorrarse 6.000 millones de dólares en importación de gas gracias a la producción nacional. Esto es lo que debe preocuparnos”.
En un cuestionamiento al accionar de Juntos por el Cambio, Fernández señaló que “lo que la oposición debería hacer es exigirnos que construyamos el gasoducto lo más rápido posible; que nos exija producir más gas y no que nos haga perder tiempo como en este caso, que fue derivado de un análisis equivocado de Matías Kulfas -ex ministro de Producción-» y pidió a la oposición: «No nos hagan perder tiempo”.
Sobre la judicialización de la política con presentaciones de denuncias de ese tipo, opinó: “Esto es una de las cosas que más daño le hace a la justicia”.
“En una república es muy importante que una justicia funcione adecuadamente y sea independiente. La justicia no está para resolver problemas políticos ni para prestarse a jugadas mediáticas”, concluyó.
Esta semana, la empresa pública Energía Argentina y la compañía Siat S.A. firmaron el contrato para la provisión de 656 kilómetros de cañerías para la construcción del gasoducto presidente Néstor Kirchner y sus obras complementarias, un paso fundamental para la obra de infraestructura que permitirá incrementar la evacuación de gas natural de la formación neuquina de Vaca Muerta.
Despejado el camino judicial de la obra, Energía Argentina y SIAT – del Grupo Techint- procedieron a la firma del contrato para la compra por parte del Estado nacional de 582 kilómetros de cañerías de 36 pulgadas de diámetro y de 74 kilómetros de cañerías de 30 pulgadas, que serán utilizadas para la primera etapa del Gasoducto Néstor Kirchner, en el tramo que unirá las localidades neuquina de Tratayén y la bonaerense de Saliquelló.

El Presidente destacó el trabajo realizado para «preservar la vida de los argentinos, así como la economía» del país.
«Me acusaron de traer veneno y de haber pedido una coima a Pfizer y resulta ser que Pfizer es la vacuna más dada en la Argentina. Tengo la tranquilidad de saber que trabajamos mucho, seguramente habremos cometido errores pero trabajamos para preservar la vida de los argentinos y también la economía, porque fuimos uno de los países que más rápido se recuperó», dijo.
Además, Fernández recordó que durante ese tiempo, el Gobierno sufrió «un sinfín de ataques» y destacó que las autoridades nacionales «siempre defendimos los intereses de los argentinos y de las argentinas» durante las negociaciones con los laboratorios para la provisión de vacunas.
El Presidente también se refirió al informe de la Organización Mundial de la Salud (OMS) que consignó que la Argentina tuvo una de las mejores gestiones de la pandemia de la región. El reporte dio cuenta del «exceso de mortalidad» registrado, que marca la diferencia entre las muertes por Covid producidas y las que se hubieran esperado sin pandemia.
En este sentido, Fernández afirmó que «Estados Unidos tiene más muertes no registradas que Argentina». Además, contó que en lo personal tuvo «dos encuentros ocasionales tras la pandemia» con autoridades de la OMS donde se analizó que «Argentina fue uno de los países que mejor trató este tema, por lo cual creo que las críticas han sido algo injusto».
El informe de la OMS, publicado a inicios de mayo, afirma que entre el 1 de enero de 2020 y el 31 de diciembre de 2021, hubo -a nivel mundial- aproximadamente 14,9 millones de muertes vinculadas de forma directa o indirecta con la pandemia. El exceso de mortalidad se calcula como la diferencia entre el número de muertes que se produjeron y el número que se esperaría en ausencia de la pandemia, según los datos de años anteriores.
En ese contexto, el reporte demuestra que, pese a que los países más ricos que tuvieron la mayor parte de los suministros como vacunas, tratamientos antivirales, barbijos y kits de testeos, hubo otros como la Argentina, con menores ingresos y sistemas de salud colapsados, que actuaron de forma óptima y obtuvieron menos muertes de lo esperado durante la pandemia.
