Herrera Ahuad y Massa avanzaron en un menú de medidas de alto impacto económico para la provincia
El Gobernador y el jefe del Palacio de Hacienda acordaron ayer una serie de acciones para fortalecer la economía de Misiones y minimizar las asimetrías con el resto del país. Zona Aduanera Especial, el canje de la deuda con Cammesa, precio diferencial para garrafas de gas, fondos para Silicon Misiones y para obras públicas, entre otros puntos. También hubo una reunión con el ministro de Obras Públicas, Gabriel Katopodis.
La reunión entre el gobernador Oscar Herrera Ahuad y el ministro de Economía de la Nación, Sergio Massa, fue un éxito. Si todo sale como se planificó este lunes en el piso 11 del Palacio de Hacienda, el próximo año la provincia se convertirá en uno de los principales polos de comercio exterior del norte del país.
Eran las cinco en punto de la tarde cuando el mandatario ingresó al despacho del ministro con una carpeta color azul tamaño oficio bajo uno de los brazos. No fue solo, estuvo escoltado por el ministro de Hacienda, Adolfo Safrán. Una hora y cuarto después se despidió y se fue a verlo al ministro de Obras Públicas, Gabriel Katopodis. El segundo cónclave fue tan positivo como el primero.
La Zona Aduanera Especial para Misiones fue el tema con el que Massa abrió la reunión. “Estuve hablando con Guille y me pareció todo perfecto”, dijo el jefe de la cartera de Economía. Se refería a Guillermo Michel, el titular de la Dirección General de Aduanas (DGA), que estuvo el viernes último en la ciudad de Oberá, lugar elegido para montar un gigantesco predio donde funcionarán las oficinas del organismo de control y los depósitos fiscales.
Massa y Herrera Ahuad intercambiaron ideas sobre los lineamientos generales de la reglamentación para la operatividad del área libre de impuestos, y esta semana comenzarán a trazar la letra chica los equipos técnicos de la DGA, de la Administración Federal de Ingresos Públicos (AFIP) y del ministerio de Hacienda de la provincia.
“Fue una reunión muy positiva por varios motivos”, dijo el Gobernador en diálogo con Canal 12 al finalizar la reunión en el Ministerio de Economía. Explicó que con la puesta en marcha de la Zona Aduanera Especial “vamos a ir disminuyendo las asimetrías que venimos teniendo históricamente. El plan es hacerlo de forma gradual y por rubro, paso a paso. Pero lo más importante es que con el tiempo nos iremos expandiendo y los beneficios se verán reflejados en toda la provincia”.
Más allá de representar un imán para inversores, la Zona Aduanera Especial beneficiará a toda la provincia por las exenciones impositivas, lo que generará una importante reducción de los precios finales de distintos productos. La rebaja del IVA, Ganancias, Aportes Patronales, entre otros impuestos nacionales, podrían implicar una reducción de hasta un 25 por ciento en los costos de producción.
Un cúmulo de medidas de alto impacto
El canje de la deuda que mantiene el Gobierno nacional con la provincia en materia de regalías de Yacyretá y Salto Grande, por la deuda que Misiones tiene con Cammesa, es otra de las conquistas logradas durante la tarde de ayer. “Con ese tema tenemos el visto bueno”, adelantó Herrera Ahuad.
Las regalías que se adeudan a la provincia superan los 20 mil millones de pesos y Safrán viene sosteniendo la pulseada con Nación para que se concrete una reciprocidad de compensaciones.
La puesta en funcionamiento del Puerto de Posadas también estuvo en la agenda que se trató en el piso 11 del Palacio de Hacienda. Hay un avance sustancial en esa materia, pero los detalles los dará el próximo miércoles el ministro de Transporte de la Nación, Diego Giuliano, cuando llegue a la provincia.
Otra de las novedades que traerá hoy el Gobernador a la provincia será el apoyo de Massa para un fondo fiduciario que inyectará fondos en Silicon Misiones y para la ampliación del hospital de la localidad de Puerto Rico. Además, se avanzó en la idea de un dólar diferencial para algunas empresas de la economía regional.
El ministro de Economía también se comprometió en avanzar con un precio diferencial para garrafas de gas, como una suerte de compensación hasta que el gasoducto llegue a la provincia. Las asimetrías que sufre Misiones respecto al resto del país en materia de combustibles fue otro de los temas tratados durante el cónclave, y Massa se comprometió en estudiar una compensación especial al respecto de ello.
Todo indica que el próximo año la provincia tendrá un abanico de herramientas para continuar incrementado su maquinaria económica. Incluso, ya se garantizó la extensión de los programas Ahora Misiones y Ahora Canasta para 2023.

Por otra parte, con el ministro de Obras Públicas de la Nación “avanzamos sobre el tema de las obras de soterramiento en varios tramos de la Ruta Nacional 12; en el cruce con la Ruta Provincial 213 y en la repavimentación de la Ruta Provincial 212 que une Caraguatay y San Vicente, entre otras mejoras en otros puntos del interior”, explicó Herrera Ahuad a Canal 12.
El gobernador arribará hoy a la provincia con una sonrisa de oreja a oreja. En la Renovación creen que Massa demostró ser “un hombre que cumple con la palabra empeñada”. Al menos eso demostró cuando fue presidente de la Cámara baja y se comprometió en colaborar con la creación de la Zona Aduanera Especial y cuando llegó al Ministerio de Economía no borró con el codo lo que firmó con su puño.
Tras el cónclave en el Palacio de Hacienda, Massa se comprometió a venir a Misiones para supervisar en persona los avances de la Zona Especial Aduanera y realizar una serie de anuncios que aún se encuentran en estudio. Todavía no hay una fecha definida.
