Herrera Ahuad: “Los Misioneros aprendimos que no podemos depender de factores externos”
El primer mandatario provincial brindó su último informe de gestión en el Parlamento Misionero y dejó inaugurado un nuevo período de Sesiones Ordinarias. En un discurso de fuerte reivindicación política, repasó los logros de gestión y agradeció a todo el pueblo misionero por su acompañamiento durante estos años. Destacó el marcado contraste entre la realidad que vive la provincia y el clima de incertidumbre nacional.

Desde muy temprano, una gran cantidad de personas aportó el calor militante colmando las inmediaciones del Parque Paraguayo de la ciudad de Posadas. Como es tradicional, cada 1° de mayo la militancia renovadora se movilizó para acompañar a los dirigentes del gobierno provincial y además festejar el Día del Trabajador.
El gobernador Oscar Herrera Ahuad dejó inaugurado el período de Sesiones Ordinarias de la Honorable Cámara de Representantes de Misiones correspondiente al año 2023 y brindó su último informe de gestión al frente del Ejecutivo provincial.
Visiblemente emocionado, destacó los “casi cuatro años de enormes desafíos, de transformaciones globales sin precedentes, de escenarios nunca antes vistos, y sin lugar a dudas de logros extraordinarios que deben enorgullecernos a todos y cada uno de los misioneros y misioneras”.
En un discurso con importantes conceptos políticos, el primer mandatario provincial remarcó con énfasis que los misioneros han aprendido que no pueden depender de factores externos, ni de la voluntad de actores de poder situados por fuera de fronteras provinciales, para definir el destino de Misiones. Herrera Ahuad enumeró los diferentes eventos que tuvieron lugar en estos últimos años y que derivaron en un complejo escenario: la pandemia del coronavirus, las consecuencias de la guerra de Ucrania que tuvieron un impacto mundial, sequías y crisis climáticas varias, la inflación asfixiante de una economía nacional cerrada que pierde competitividad, y la grieta política que enfrenta a hermanos argentinos en divisiones estériles; destacando que, pese a ello, Misiones en ningún momento dejó de crecer ni de crear bienestar para su población.
El gobernador destacó que el plan que se ha podido hacer realidad en la provincia fue posible gracias al Ing. Carlos Rovira que “no solamente entendió como pocos dirigentes hacia dónde avanza el mundo, sino que supo diseñar una estrategia para integrar a Misiones a estos procesos internacionales, estableciendo la visión de la Provincia Startup, en la que las ideas y emprendimientos prosperan, generando trabajo y oportunidades”. Al mismo tiempo, sostuvo que al crear el Frente Renovador de la Concordia, el Ing. Carlos Rovira supo construir algo mucho más importante que un proyecto político sólido y eficaz: “sentó las bases de un modelo en el que conviven la experiencia y las nuevas generaciones, y del que surgen permanentemente nuevos liderazgos, en un esquema de competencia abierta y participativa de plena democracia”. Explicó que “la gran suma” es la conjunción de talentos y capacidades de todos los sectores para avanzar hacia la economía del conocimiento, y parafraseó al Ing. Rovira: “en Misiones hay una sola empresa, que es la felicidad del pueblo; y ahí caben todos; y ahí están todos invitados”.
El contraste entre Misiones y la Nación
Herrera Ahuad reivindicó “con profunda convicción” todo lo logrado en la tierra colorada, destacando con énfasis que “desde un territorio joven, alejado de los grandes centros urbanos y económicos, sin regalías ni rentas extraordinarias, y castigados por un sistema de distribución de impuestos nacionales inequitativo que vulnera el federalismo, alzamos nuestra voz para reclamar lo que nos corresponde por derecho, pero nunca quedamos en ese reclamo, sino que avanzamos en construir en forma autónoma las condiciones de nuestro desarrollo. Y los resultados son reconocidos por nuestra ciudadanía y por cada persona que nos visita”.
El mandatario misionero manifestó que desde Misiones se observa con preocupación la expansión nacional y global de la amenaza del egoísmo y la violencia, que conduce a la desintegración social. En paralelo destacó que la ciudadanía expresa con claridad en cada encuesta de opinión pública que se realiza que la inflación y la inseguridad son flagelos permanentes que dejan al descubierto el fracaso de un modelo que asfixia a las empresas y abandona a la gente. “Creemos firmemente en la importancia de consolidar una comunidad solidaria y justa a partir de políticas públicas serias y sostenidas en el tiempo, en la que el Estado desempeñe el papel de promotor del desarrollo individual y colectivo, respetando y haciendo respetar la libertad de cada uno de construir su propio proyecto de vida y felicidad”, remarcó.
Con agudeza analítica, señaló que “la crisis más grave que vive la Nación, entonces es la crisis de los valores, de principios éticos y morales que señalen el rumbo de los que están bien y constituyan la base del indispensable acuerdo político para recuperación del progreso con inclusión”. Seguidamente, recalcó las grandes diferencias con la Nación al expresar que cada vez que en Misiones se implementa un programa, se aprueba una ley o se crea una herramienta pública, el gobierno lo hace con la clara visión política de seguir el camino correcto, que no es necesariamente el más sencillo ni el más rápido, pero si el más firme a seguir para erradicar el subdesarrollo y la marginalidad en la provincia. Y subrayó: “En Misiones las reglas son claras y equitativas, y se cumplen”.
La solvencia del modelo misionero
En otro tramo de su discurso, el gobernador Herrera Ahuad se preguntó “¿por qué decimos que Misiones es una provincia startup?”, y seguidamente respondió: “porque logramos, con gran esfuerzo compartido, generar las condiciones para que el talento creativo, la tecnología y la cultura del trabajo y el esfuerzo se articulen para motorizar el crecimiento más impresionante de la historial provincial, con características inéditas que se expresan en el equilibrio entre producción, ambiente y desarrollo social”.
El mandatario explicó que los ejes de gobierno que guían el modelo misionero se expresan en tres conceptos: 1) La Integración: entendida como inversión en infraestructura y servicios para distribuir las condiciones del desarrollo en el territorio; 2) La Innovación, que representa el aprovechamiento de los avances en ciencia y técnica, en informática y comunicaciones, en la conformación de una economía pero también una sociedad dinámica, avanzada y progresista; y 3) La Inclusión, que representa el compromiso ético de construir una comunidad sin marginados ni perdedores, sino que tenga lugar para las diversas capacidades y realidades personales a partir de la provisión de bienes y servicios básicos para la dignidad y prosperidad de hombres y mujeres.
Visiblemente orgulloso, destacó que Misiones es la octava economía del país, y noveno distrito por cantidad de habitantes, lo que la convierte en líder del NEA en población y producción. “Crecemos en forma distribuida, a lo largo de nuestra geografía, con descentralización productiva y desarrollo de ciudades y pueblos”, aseveró.
Herrera Ahuad indicó que la provincia posee un modelo equilibrado y sostenible que permite un mejor aprovechamiento de los recursos, posibilita el arraigo poblacional y un progreso justo, pero también implica enormes desafíos de atención en materia de infraestructura y servicios, para llegar a puntos distantes con energía, caminos, escuelas y hospitales, con seguridad y justicia, con conectividad a Internet, para hacer realidad la igualdad de oportunidades que es un derecho de cada misionero. Y enfatizó: “cada obra que planificamos responde a una visión que trasciende la coyuntura, porque se piensa para las próximas décadas, de cara al desafío de hacer de Misiones un caso inédito de sinergia virtuosa entre el sector público y el privado: por un lado, un Estado inteligente que brinda las bases políticas, jurídicas y socioeconómicas para que la iniciativa privada prospere, genere innovación y empleo; y por otro, un empresariado pujante, responsable y comprometido, que invierte en su provincia con criterios de calidad”.
Asimismo, el gobernador hizo referencia al difícil contexto económico nacional que afecta a empresas y trabajadores de todo el país, y que Misiones no es una excepción. Pero, detalló que la diferencia de Misiones respecto del resto del país radica en la administración inteligente de sus recursos y herramientas, para acompañar al sector productivo y de servicios en el sostenimiento de la actividad y la generación de empleo, potenciando el círculo virtuoso que se refleja en el crecimiento ininterrumpido de los últimos años.
Gobernar creando realidades
Los números presentados por Oscar Herrera Ahuad reflejan la solidez del crecimiento que logró la provincia en la producción, los servicios, el empleo y las exportaciones. Los indicadores dados a conocer por el mandatario provincial explican con contundencia el buen presente de Misiones, pese a un contexto de crisis económica nacional.
En el año 2022 la actividad hotelera y gastronómica mostró un incremento en su facturación de más del 80% en términos reales, es decir, descontado el efecto inflacionario. Por su parte, el comercio incrementó su facturación en más del 6% y los servicios de esparcimiento y cultura en un 51%, donde, por ejemplo, el indicador de entradas de cine vendidas muestra un aumento del 194%. En hotelería, las pernoctaciones en Posadas crecieron un 265%, y en Iguazú́ el aumento fue del 444%. Las compras de vehículos 0km se incrementaron más del 6%, y las de motos subieron en los últimos tres años un 75% acumulado frente a una media nacional de 57,1%. Los servicios de transporte y almacenamiento crecieron más del 24%, la construcción público privada alrededor del 4% y los servicios inmobiliarios más del 7%.
El empleo privado en Misiones creció en el último año casi 6%, superando a la media nacional, que fue de 4,4%. El consumo de combustible reflejó un aumento interanual de 3,3%, frente a una caída nacional de 0,3%. La inscripción de maquinarias nuevas para la industria y el campo también creció en el último año 33,3% frente a una caída de la media nacional de 1,87%. Las exportaciones totales en dólares crecieron más del 7% en lo que hace al primer semestre del año 2022. De estas ventas al mundo, un 28% corresponde a pasta para papel, un 20% al té y un 14% a la yerba mate. Las manufacturas de origen industrial aumentaron un 17,8%. La foresto-industria representa el 60,7% del monto total que se exporta, y de ahí́ se destaca la pasta química, con un 46%, la madera aserrada con un 26%, y la madera en bruto con un 14%. Cabe mencionar que todos los productos del rubro aumentaron el 16,6% en monto y que la industria en la fabricación de muebles creció́ un 10,4% en su facturación real; esto motivado por el empuje y dinámica de sus exportaciones. Esta performance del comercio internacional misionero se dio en condiciones sumamente desfavorables, con un atraso cambiario que restaba competitividad a nuestros sectores exportadores, que no fueron incluidos en una primera instancia en las 5 medidas de promoción implementadas previamente, como las diferentes versiones del llamado dólar-soja.
Herrera Ahuad destacó que gracias al decidido y firme reclamo que llevó adelante el gobierno provincial ante la Nación, se logró una histórica reivindicación y justa reparación, mediante la instauración del Programa de Incremento Exportador, que fija un dólar exportador a $300 para los productos exportables de Misiones: madera, té y tabaco. Estos son resultados concretos de la sistemática defensa de los intereses de los misioneros, que permiten obtener respuestas tangibles como en este caso, con una mejora de un 40% en la rentabilidad de la producción local. En Posadas, en el segundo trimestre de 2.022 se registró la tasa de actividad más alta de los últimos 30 años, con un 50,9% de la población. Por su parte, la tasa de desocupación disminuyó al 2,6%. En la capital provincial, en el año que pasó y pese al contexto nacional, se crearon 12.000 puestos de trabajo.
