Chile revela hipótesis de conflicto en la Patagonia y el ministerio de Defensa moviliza aviones al sur
El hackeo de mails del Estado Mayor Conjunto de Chile provocó un terremoto político en el gobierno de Gabriel Boric. La filtración publicada por el sitio BioBio releva la molestia de las Fuerzas Armadas chilenas con Alberto Fernández por «inmiscuirse con la política doméstica» y recuerda el encuentro virtual del Grupo de Puebla donde criticó a Sebastián Piñera, el apoyo de Alberto a Lula y los dichos del embajador Rafael Bielsa contra el entonces candidato a presidente, José Antonio Kast, a quien acusó de «anti-argentino».
Pero el documento desnuda otro punto de preocupación de los militares chilenos vinculado a la disputa por la Patagonia. En los mails analizan que la narrativa de Boric, utilizada en su visita a la Argentina, sobre que «la Patagonia no tiene fronteras» es un «un potencial argumento para la estrategia argentina sobre los Campos de Hielo sur, el Estrecho de Magallanes y la Plataforma Continental Extendida». Para los uniformados esa idea de Boric entraña riesgos «dado que el país trasandino (Argentina) impulsa la tesis geopolítica de la prolongación natural de su territorio».
«Otro aspecto que emerge con la afirmación de que en «Patagonia no hay fronteras» son las potenciales iniciativas de actores transnacionales situados en el lado argentino (…) las que deben ser indagadas con profundidad y su posible relación con nuestro país», concluye el informe.
LPO había revelado en el marco de la primera vuelta de la elecciones en Chile que el líder de ultraderecha, José Antonio Kast, buscaba aumentar la presión sobre Argentina en este tema y, el cerebro detrás de todo este discurso era Jorge Guzmán, abogado y académico de la Universidad Austral, que asesora a Kast en temas internacionales y profundiza el estilo radical y soberanista. En la agenda de Kast y en la de los militares chilenos. la violencia mapuche, la Plataforma Continental y los Campos de Hielo Sur (extensión de hielos continentales situada en los Andes patagónicos, en la frontera entre Argentina y Chile) son temas prioritarios.
El documento filtrado sostiene que el Ministerio de Defensa y las Fuerzas Armadas de Argentina están desarrollando un plan para robustecer la presencia militar en Tierra del Fuego. Ante eso, proponen el rediseño estratégico para solucionar la «discontinuidad territorial» del continente con «la isla» y de ésta con la Antártida Argentina, destacando la posición geográfica «frente a la presencia militar británica en las Malvinas».
El documento señala también que el Ministerio de Defensa y las Fuerzas Armadas de Argentina están desarrollando un plan para robustecer la presencia militar en Tierra del Fuego. Ante eso, proponen el rediseño estratégico para solucionar la «discontinuidad territorial» del continente con «la isla (fueguina)» y de ésta con la Antártida Argentina, destacando la posición geográfica «frente a la presencia militar británica en las Malvinas
El informe de «estimación de riesgo de amenazas» resalta que el Ministerio de Defensa de Argentina anunció un puente aéreo entre Río Gallegos y Tierra del Fuego con aviones de la Fuerza Aérea y advierte: «Implica una decisión política de consolidación del polo logístico de proyección antártica y oceánica, revalorizando estratégicamente la Patagonia como punto de proyección antártica».
Al mismo tiempo, el documento chileno habla del «despliegue en Río Grande de un radar para vigilar y controlar las operaciones del puente aéreo y su espacio circundante, además de la proyección de bases en Ushuaia para el adiestramiento de aviones de combate y el uso militar y civil ligado a las actividades antárticas».
Por último, se menciona la instalación de una unidad del ejército trasandino en Tolhuin, una pequeña localidad ubicada en Tierra del Fuego situada junto al lago Fagnano.
La información chilena sobre los planes militares de la Argentina en la región parece bastante precisa. En efecto, este viernes el Ministerio de Defensa argentino informó el despliegue de aviones IA-63 Pampa III desde la Base Aérea Militar (BAM) Río Gallegos, bajo el control del Centro de Operaciones Aeroespaciales Merlo, como sitio neurálgico que concentra la cobertura obtenida de los sensores ubicados en la provincia de Santa Cruz y la Isla Grande de Tierra del Fuego.
El Comando Conjunto Aeroespacial desplegó esas aeronaves en lo que definió en un comunicado como «una operación de vigilancia y control de los espacios aéreos, terrestres y marítimos, ordenado y planificado por el Comando Operacional del Estado Mayor Conjunto de las Fuerzas Armadas».
El Ministerio de Defensa informó que el Comando Conjunto Aeroespacial movilizó aeronaves de guerra desde la base militar de Río Gallegos como parte de una operación de vigilancia y control de los espacios aéreos, terrestres y marítimos, ordenado y planificado por el Comando Operacional del Estado Mayor Conjunto de las Fuerzas Armadas.
La cartera que conduce Jorge Taiana remarcó que «desde fines de mayo, funciona un radar de Vigilancia y Control Aéreo RPA-170M en la ciudad fueguina de Río Grande, con el objeto de potenciar la capacidad de vigilancia y control del aeroespacio en el Atlántico Sur», agrega el comunicado de Defensa.
«La misión del Comando Conjunto Aeroespacial es conducir la defensa en forma permanente del aeroespacio de jurisdicción nacional, las 24 horas los 365 días del año. Este organismo contribuye con sus acciones a preservar la soberanía, la independencia, la capacidad de autodeterminación, la integridad territorial, la vida y la libertad de sus habitantes», concluye el texto.
Si bien es presentado como un ejercicio, no deja de sorprender que los movimiento se produzcan horas después de la filtraciones que sacudieron al gobierno de Boric y la ministra de Defensa que adelantó su llegada desde Nueva York.
Fuentes con diálogo fluido con los militares chilenos aseguran a LPO que «en general en los correos nunca está la información más importante» y aclara que «esto no tiene porqué llevar a una situación de tensión».
Sin embargo, la filtración obligó a la renuncia del Jefe del Estado Mayor Conjunto, Guillermo Paiva, y la ministra de Defensa chilena, Maya Fernández, anunció que se iniciará un sumario administrativo al interior de la institución militar.
