Al igual que Misiones: Formosa implementará un régimen de «pago adelantado» de Ingresos Brutos en los accesos a la provincia
Inicialmente debía iniciar el 1º de marzo pero se pospuso un mes más para permitir que circulara la información entre los agentes económicos sobre el nuevo sistema.
Formosa está incrementando su recaudación propia, fundamentalmente a través de la implementación de Ingresos Brutos. En febrero, DGR formoseña recaudó 1.074 millones. Ese mismo mes, Misiones percibió 7.049 millones, es decir, casi 7 veces lo que recaudó Formosa. Más del 90% de esta recaudación corresponde a Ingresos Brutos, el principal ingreso de cualquier provincia después de la Coparticipación o las regalías por gas y petróleo (en el caso de las petroleras).
Algunos datos de Formosa:
- La Provincia quedó en el centro del debate por la polémica sobre las condiciones de los centros de aislamiento para pacientes con coronavirus y la represión a una protesta contra las nuevas medidas de restricción aplicadas por el Gobierno.
- Es gobernada por el PJ desde el regreso de la democracia en 1983, y actualmente Insfrán cursa su séptimo mandato consecutivo.
- Formosa ocupa los primeros lugares del país en mortalidad infantil y materna y la pobreza es del 42,4%, según el INDEC. Tiene una de las tasas de desocupación más bajas (3,7%), sostenida por el empleo público: hay 167 empleados estatales por cada 100 privados
Resolución
El nuevo régimen se aprobó con la Resolución General (DGR) Nº 47/2020 de la Direccion General de Rentas de Formosa que “establecen un régimen de pago a cuenta del ISIB respecto de los productos y mercaderías que ingresan a la provincia de Formosa siempre que respondan a operaciones efectuadas a título de compraventa, que sean remitidos por contribuyentes no inscriptos en el gravamen de la Provincia”.
“Actuarán como agentes de recaudación los funcionarios de los puestos de control camineros en los accesos de la provincia”, señaló la normativa.
“El pago a cuenta será del 3% del valor neto de la mercadería transportada, no pudiendo la base ser menor a las valuaciones fiscales mínimas establecidas en la Resolución”, indica la resolución.
Las autoridades formoseñas hicieron incapié que el nuevo sistema no se trata de un nuevo impuesto sino una nueva forma de recaudar un tributo cuyo importe podrá deducirse del total a pagar en el año fiscal en el que se realizó el “pago a cuenta”.
