#SinCodigos : comprueban que Barrios Arrechea le dio 16 millones para financiar la campaña de Martin Arjol
Martín Arjol y Alfredo Schiavoni se proyectan para el 2023 y abren vínculos para financiar la extensa campaña. Desde Ignacio Barrios Arrechea a Horacio Rodríguez Larreta, un empresario misionero aparece recibiendo millonarios contratos: la historia de Alejandro Echegaray.
La Entidad Binacional Yacyretá (EBY) conducida por Ignacio Barrios Arrechea desembolsó $16.200.000 a favor de la empresa Elysan SA, propiedad de Alejandro Emilio Echegaray, un empresario cercano a Martín Arjol y Alfredo Schiavoni.
El pasado 6 de enero, días antes de que Nacho Barrios Arrechea hiciera pública su renuncia a la dirección ejecutiva de la Binacional, la EBY hizo tres transferencias bancarias a Elysan SA, la empresa de Echegaray, un lobista vinculado al PRO presidido por Alfredo Schiavoni, con pasado en la política misionera.
Fueron tres pagos realizados el mismo día: $7.200.000, $3.820.000 y $5.180.000, por la provisión de containers marítimos acondicionados para distintos usos, entre consultorios móviles y dependencias fijas.
Se trató de un contrato de adjudicación directa que, según confió a La Voz de Misiones una fuente de la Binacional, se pactó en una reunión en la misma EBY en octubre de 2020, de la que participaron Ignacio Barrios Arrechea; Martín Arjol -que en esa época era concejal de Posadas- y Alejandro Emilio Echegaray, de Elysan SA.
“La reunión fue gestionada por Arjol, que quería presentarlo a Etchegaray con Nacho. De ahí se cerró un acuerdo para la provisión de containers”, indicó la fuente a la que accedió La Voz de Misiones.
En detalle, Elysan SA proveyó a la EBY de 5 containers: 1 para grupo sanitario, 1 para consultorios móvil, 1 para quirófano móvil, 1 para sanitario barrial, y 1 para la preparación de suelo para campañas de arborización.
Pero con la mirada cercana de los kirchneristas dentro de la EBY, Ignacio Barrios Arrechea no habría podido cumplir con los pagos para la campaña que catapultó, finalmente, a Martín Arjol a conquistar una banca en la Cámara de Diputados de la Nación.
“Los fondos de la EBY para la campaña de Arjol venían atrasados”, comienza relatando la fuente a la que tuvo acceso en exclusiva LVM.
De hecho, los pagos para la empresa de Echegaray se retrasaron tanto que recién se concretó el desembolso el día de los reyes magos de este año.
“En toda la operatoria no hay acciones ilegales, lo que llama la atención es la contratación directa de esta empresa sin antecedentes y que llega de la mano de Arjol”, explicó la fuente en relación al vínculo establecido entre la Binacional y la Sociedad Anónima de Echegaray.

Financiando al candidato
Para la campaña de las internas que definirían las candidaturas a diputado nacional 2021, Martín Arjol encontró en Alfredo Schiavoni a su mejor aliado dentro de la coalición de Juntos por el Cambio en Misiones, un socio con una estrategia para financiar al espacio político abriendo el juego con un empresario amigo.
Entonces, nuevamente apareció en escena Alejandro Emilio Echegaray, quien viajó a la Ciudad Autónoma de Buenos Aires y mantuvo reuniones con funcionarios porteños, acompañado, siempre, por Alfredo Schiavoni y el mismo Arjol.
Quienes siguieron de cerca estos encuentros describen con sencillez la estrategia de Arjol para el financiamiento, “mediante la concreción de negocios con fondos públicos a través de las empresas de Echegaray y los contactos de Schiavoni con el macrismo porteño”.
Una de las reuniones en CABA incluyó al entonces secretario de Ambiente porteño, Eduardo Macchiavelli -mano derecha de Horacio Rodríguez Larreta-. “Ahí se cerró la compra del sustrato de pino que vende la empresa misionera Elysan SA”, subrayó el informante.
Según reconstruyó la fuente, el legislador porteño Eduardo Petrini -hijo del exfuncionario de Macri, Eduardo Petrini- también fue parte de esa reunión. “El vínculo de Petrini con Echegaray y Schiavoni es anterior, en este caso lo presentaron con Arjol”.
Con el correr de los meses la relación maduró y durante la campaña de Arjol, Petrini hijo viajó a Misiones en más de una oportunidad para apoyar la candidatura del joven radical y aprovechó una de las visitas para conocer, en la localidad de San Vicente y acompañado de Echegaray, la planta de sustrato de pino que comercializa Elysan SA.
El vínculo de Etchegaray con Arjol data de 2020. El empresario llega al entonces concejal posadeño a través de Alfredo Schiavoni, cuya interna en el PRO con Martín Goerling, predecesor de Barrios Arrechea en la EBY, era ya indisimulable.
Echegaray, de concejal a empresario
La historia de Alejandro Emilio Echegaray es de crecimiento. Desde sus comienzos como concejal de la localidad de El Soberbio, el joven dirigente proveniente de la juventud radical inició una carrera para su desarrollo patrimonial.
Destituido del cargo electivo en su localidad en 2005, Echegaray recaló en la Cooperativa Esenciera Río Uruguay, en donde los desmanejos lo dejaron expuesto a sucesivas denuncias.
Fuera de la primera línea de la escena política, Echegaray irrumpió en el mercado en 2016 con el estreno de sus empresas: Elysan SA. y Lusama SA, ambas con sede en Venezuela 421, piso 7, oficina 22, en la ciudad de Buenos Aires.
El sustrato de pino y la transformación de containers marítimos son las actividades principales de la firma de Etchegaray, aunque el abanico es amplio y contempla rubros muy disímiles, como la venta de vino y otras bebidas, alimentos, productos agropecuarios, fabricación de paraguas y termos, y la construcción de infraestructura para centrales nucleares, entre otros.
En Posadas, dispone del gimnasio Unifit, en la exclusiva zona de Roca y Costanera; Unicare, clínica de estética ubicada en San Lorenzo 1630, y Vinos Moncanutt, en Entre Ríos, entre Ayacucho y San Lorenzo.
Lusama SA se estrenó en Misiones entre 2016 y 2017, con la compra de fertilizantes para una cooperativa tabacalera a través de los subsidios del Fondo Especial del Tabaco (FET).
En esa época, Etchegaray estrenó también su amistad con el actual presidente del PRO Misiones, Alfredo Schiavoni, cuyos vínculos con quien administraba el FET durante el gobierno de Mauricio Macri, Marcelo Calzada, facilitaron la operación.
