La flota china sigue depredando ilegalmente, pero Santa Cruz le extiende alfombra roja
Esta semana, Uruguay capturó un potero chino que pescaba ilegalmente calamar frente al puerto de Montevideo, una práctica corriente e impune. Pero en Santa Cruz, estibadores y políticos quieren brindarle servicio y logística a esa misma flota.
La enorme flota de poteros chinos que en la milla 201 depreda el calamar argentino.
Una insólita y reveladora paradoja se produce por estos días en el Atlántico sudamericano, un entuerto que tiene como escenario aguas internacionales, zonas económicas exclusivas de Uruguay y de Argentina y como protagonistas a la industria nacional pesquera, a los estibadores, a la flota china de altura y al calamar, todo cruzado por una interna política de cabotaje.
Por un lado, esta misma semana la Armada de Uruguay sorprendió y capturó al buque potero chino Lu Rong Yuan Yu 606 pescando alegremente calamar durante dos días, con los sistemas de seguimiento satelital apagados, a 150 millas náuticas del puerto de Montevideo, en aguas jurisdiccionales uruguayas.
Sorprendido en plena captura de calamar illex casi por casualidad –Uruguay, al igual que Argentina, no tiene grandes recursos para patrullar y controlar y además tiene menos interés en hacerlo- su primera reacción fue sencillamente fugarse. Lo único que le faltó fue velocidad, algo que habitualmente no pasa.
La embarcación forma parte de la enorme flota mayoritariamente China que habitualmente depreda esa especie en la milla 201. Aunque, queda demostrado, sus incursiones en el sector exclusivo de ambas naciones sudamericanas son habituales, temerarias e impunes.
Mientras esta muestra gratis se comprueba en nuestras propias narices, los estibadores de los puertos de la provincia de Santa Cruz insisten y presionan sobre los políticos de cabotaje para que se permita a esos mismos barcos que recalen en las terminales portuarias santacruceñas para brindarles allí servicios que hoy requieren en Montevideo. Ven allí una forma de paliar la profunda crisis de inactividad en la que está sumida la industria pesquera nacional y los sectores aledaños, como el de los trabajadores portuarios.
En el medio, un recurso vapuleado, sobreexplotado y librado a la buena de Dios, el preciado calamar, y una industria nacional pesquera paralizada, abandonada y desahuciada, presa de la profunda y perenne crisis económica que vive la Argentina y de la ineptitud y desinterés de las autoridades nacionales del área, absolutamente ayunas de ideas o iniciativas que permitan un horizonte productivo para el sector.
En Santa Cruz, el calamar, los barcos chinos y los estibadores son apenas las piezas de una obscena partida de ajedrez que disputan dos sectores internos del mismo partido. Ambos persiguen la gloria efímera y miserable de lograr la llegada de los buques de bandera china a las costas santacruceñas, y ninguno atina siquiera a comprender el enorme daño que se está provocando.
Los dichos del diputado santacruceño Carlos “Chiche” Santi (FdT) son francamente reveladores. En el portal pescare.com.ar, Santi reconoció que los barcos chinos “vienen con el gasoil subsidiado y tienen mano de obra semi esclavizada integrada por vietnamitas, chinos, coreanos”. Informado está. Sin embargo, en el mismo párrafo consideró que la propuesta para que se aprovisionen en los puertos de su provincia “no es mala” y reclamó ajustar las leyes actuales para permitirlo.
Además, ejemplificó con el caso de Canadá y el atún negro, de comportamiento migratorio similar al del calamar, pero protegido y manejado estrictamente y solamente por ese país. “Nuestra realidad es muy distinta por ausencia de herramientas” confesó el político, buscando justificar en esa inoperancia la necesidad de darles la bienvenida a los insaciables chinos.
En definitiva, uno de los más preciados recursos de nuestro país, el calamar illex, sufre el tironeo y la sobreexplotación entre chinos de la milla 200 y gallegos con licencias ilegales de Malvinas. No se puede saber a ciencia cierta cuál será el futuro de este recurso, probablemente muy magro.
Un Estado nacional empobrecido, desprovisto de recursos y tecnología y ocupado en una coyuntura que lo tiene al borde del nocaut, es absolutamente inoperante no solo para controlar las situaciones ilegales e irregulares frente a las costas, sino para diseñar y desarrollar una industria pesquera nacional, propia, soberana, económicamente sustentable. Utopías.
Finalmente, los pobres estibadores santacruceños, víctimas principales de semejante desaguisado de desaciertos y torpezas, solo pueden luchar por su propia supervivencia y de nada se los puede culpar. Ni siquiera de tener que compartir la mesa de negociación con pequeñas aves carroñeras y oportunistas.
