Máxima tensión: Vladimir Putin anuncia el lanzamiento de una operación militar en Ucrania

El presidente ruso Vladimir Putin anunció el jueves una operación militar en Ucrania para defender a los separatistas en el este del país.
«He tomado la decisión de una operación militar», declaró Putin en un inesperado mensaje por televisión poco antes de las 03H00 GMT. En el mensaje llamó a los militares ucranianos a «deponer las armas».
En ese mismo mensaje, el mandatario aclaró que «los planes de Rusia no incluyen la ocupación de Ucrania» a la vez que sostuvo que «una mayor expansión de la OTAN sobre el territorio de Ucrania es inaceptable».
En paralelo al anuncio de Rusia, el Consejo de Seguridad de la ONU realizaba una reunión de urgencia para abordar la crisis en Ucrania. Allí EEUU y Albania presentaban un proyecto de resolución al Consejo de Seguridad de las Naciones Unidas, buscando condenar a Rusia por sus recientes acciones en Ucrania, dijeron el miércoles fuentes diplomáticas.
El texto «está casi terminado», dijo a la AFP un diplomático europeo que pidió no ser identificado. «Espero que podamos pasar a la acción en las próximas horas o días», agregó.
Otro diplomático, que también requirió anonimato, dijo que hay que aprovechar el «momentum» en la ONU donde una amplia mayoría de países condenó el miércoles las acciones de Rusia en una reunión de la Asamblea General.
El borrador de la resolución, obtenido por AFP, haría que el Consejo de Seguridad condene oficialmente la decisión de Rusia de reconocer la independencia de dos regiones separatistas en Ucrania.
También reafirmaría el «compromiso del Consejo con la soberanía (y) la independencia de Ucrania dentro de sus fronteras reconocidas internacionalmente».
La resolución irá primero al Consejo de 15 miembros, donde seguramente fracasará debido al poder de veto de Rusia.
Si es vetada podría presentarse a la Asamblea General de la ONU, donde ningún país tiene derecho a veto, pero las resoluciones no son vinculantes.
«El objetivo es tener la mayoría más amplia posible», dijo un diplomático europeo.
La estrategia ya fue empleada en 2014 tras la anexión de Crimea por parte de Rusia. Entre los 15 miembros del Consejo de Seguridad, Moscú vetó la resolución y China se abstuvo.
En la Asamblea General, el proyecto recogió 100 votos de los 193 miembros que hay, mientras que 11 votaron en contra, 58 se abstuvieron y el resto no participó en el escrutinio.
Según el diplomático europeo, la diferencia esta vez es una «cuestión de magnitud», debido al «mayor riesgo de conflicto, guerra mayor».
«El peor de los casos es el de una suerte de operación militar de la Segunda Guerra Mundial que, por supuesto, generaría muchas víctimas civiles», explicó.
