Afirman que se incrementó un 45% la demanda para acceder a las residencias estudiantiles en Posadas
Pablo Núñez, Subsecretario de la Juventud dependiente del Ministerio de Desarrollo Social, la Mujer y la Juventud de Misiones explica el beneficio de contar con el Programa de Residencias estudiantiles “Las residencias estudiantiles son cinco. Tres funcionan en Posadas, una en Oberá y otra en Corrientes capital”. Luego especifica “En Posadas hay una residencia solo para chicas. El resto son mixtas. Una funciona en Miguel Lanús con alrededor de 60 estudiantes y en Villa Sarita son 40 chicas”.
Respecto a las carreras que los beneficiados eligen señala “Mayormente eligen profesorados. De historia, geografía. Hay muchos en enfermería y en contador público”.
Sobre el impacto que implica acceder a la residencia “Los chicos agradecen este beneficio porque si no, no hubieran podido estudiar”. La posibilidad de contar con un hogar hace que jóvenes de la provincia puedan formarse y sentirse acompañados por otros estudiantes que se encuentran en igualdad de condiciones.
El 4 de marzo de 2022 se hizo la apertura de la Residencia Estudiantil Universitaria “Villa Sarita”. Es la tercera que se habilita en la ciudad de Posadas. Ariel Ruíz es el Jefe del Departamento del Programa Residencias Estudiantiles. “Los lugares de residencia se distribuyen teniendo en cuenta la cercanías de la unidad académica. En el caso especifico de la residencia recientemente inaugurada en villa Sarita, se trata de una residencia solamente para chicas que estudian en instituciones que se ubican en el centro”
El programa es reconocido a nivel provincial y ha permitido a lo largo de los años que estudiantes misiones puedan acceder a una profesión “La demanda por un lugar en las residencias iba aumentando un 20% cada año. Este año la demanda aumentó a 45 %”.
El efecto de la pandemia
Ruíz relata cómo se vivió la pandemia en las residencias y cuáles fueron las medidas que debieron tomarse para proteger a los alumnos. Dada la situación especial que atravesábamos como sociedad siempre se les recordó “que no perdían su lugar en el albergue”. Fueron años de incertidumbre social y de desafíos pues había que adaptarse a la nueva realidad “Debido a la pandemia el número de egresados disminuyó porque los estudiantes debieron volver a sus casas y no siempre se contaba con buena conectividad. Por la pandemia no pudieron realizar sus pasantías, redactar sus tesis e incluso tomar sus clases virtuales”. Sin embargo se realizaron esfuerzos para continuar adaptándose a las normas sanitarias “Cuando se volvió a la presencialidad, se volvió al albergue respetando los protocolos de seguridad”.
Como en todo hogar se cuenta con normas de convivencia “Nosotros tenemos un reglamento formal para todos los albergues. En nuestra gestión notamos que era necesario actualizarlo, se hizo una propuesta de modificación y en el 2017 se lo modificó” Gracias a ello, se contemplan ciertas excepciones relacionadas con la edad. Finalmente explica cómo funciona el albergue que se encuentre en la provincia vecina “En el albergue que se ubica en Corrientes capital se priorizan carreras que no pueden estudiarse en Misiones.”
Ampliar los beneficios
Ariel Ruíz señala que el Programa se modificó “Antes eran solo carreras públicas. Hoy en día, se accede a carreras semi públicas” A modo de ejemplo cuenta el caso de un estudiante del Profesorado en Educación Física. Asimismo recuerda que el trabajo en conjunto con los municipios es primordial “Al principio solo había 26 municipios con los que trabajábamos en forma conjunta. Ahora son 62 municipios”.
Cuando los alumnos egresan se realiza un acto formal y se le otorga un certificado. El acompañamiento continúa presente “Se trabaja con los municipios para que se les dé una mano, para establecer contactos y que puedan abrirse paso en el mundo laboral”
Cómo se accede al beneficio
Pablo Núñez explica “Por lo general se trabaja con los municipios. El alumno solicita el otorgamiento de la beca de albergues y después se realiza una evaluación socioeconómica para beneficiar a quienes realmente lo necesitan. Luego se le pedirá el título secundario, el analítico y el DNI”.
