Cómo benefició el efecto Papa Noel a los funcionarios del Gobierno. Los obsequios más excéntricos y por qué Alberto Fernández no declaró ninguno.
Vinos, picadas y panes dulces. Para las fiestas, los ministros y sus empleados habrán tenido que comprar poco y nada porque, durante diciembre, muchos paquetes fueron llenando sus despachos. Papá Noel llegó desde distintos rincones del país.
Claro está, los funcionarios públicos también se ven afectados por la terrorífica devaluación de la Argentina. En los 90, Carlos Menem obtenía como “atención” una Ferrari y peleaba por quedársela: “Es mía, mía”, decía ante la pregunta de los periodistas. Hoy, quienes ocupan los lugares más encumbrados del Poder Ejecutivo apenas reciben mates, adornos y artesanías. Y, para colmo, tienen que declarar cada uno de los presentes.
Top five de los beneficiados
Más allá de los regalos que los ministros reciben durante todo el año, que en el 2021 fueron más de mil, diciembre suele ser la fecha clave: las fiestas son un momento en el que dirigentes, empresarios, embajadores, fundaciones y hasta organismos como la Agencia Federal de Inteligencia envían sus presentes.
En el último mes del año, donde todos se preparan para Navidad y Año Nuevo, el ministro de Obras Públicas de la Nación fue el más agasajado: al despacho de Gabriel Katopodis llegaron 25 presentes. Muchos de ellos fueron vinos, el regalo que más se repite. Pero también le mandaron un árbol de mimbre artesanal, productos regionales que le enviaron desde La Rioja y Santa Fe, un pan dulce de parte de la Fundación Margarita Barrientos, un kit para comer asados del Sindicato del Petróleo y hasta un calendario de la Embajada de China.
En segundo lugar entre los más agasajados para las fiestas se colocó Juan Manzur. A las oficinas de la Jefatura de Gabinete llegaron 21 regalos que fueron debidamente registrados y publicados blicados por la Oficina Anticorrupción. . Desde funcionarios a empresarios rios le regalaron vinos, mates y picadas. A pesar de los calores de diciembre, el ex presidente de YPF Miguel Galuccio y la embajadora de Israel, Romen Galit, eligieron el mismo presente: cajas de chocolate.
A Carla Vizzotti, la ministra a la que la pandemia empujó a un rol protagónico, le llegaron 18 obsequios el último mes, muchos de ellos enviados por distintos sanatorios y otros actores del sector de la salud. La Embajada de Rusia, país fabricante de la vacuna que tanto defendió, le mandó una revista informativa, “Del Sputnik a la Sputnik”, pero también una botella de vodka. Por otro lado, y para que se distraiga de sus tareas, el gobierno de Santa Fe le envió un dominó.
Eduardo «Wado» de Pedro declaró recibir 10 presentes. El ministro del Interior tuvo los regalos más originales: cuadros, libros, esculturas y telares de distintos municipios y provincias. También salam salames y alfajores. Los únicos privados priv que lo agasajaron fueron fuer la empresa Newsan y la Unión Industrial Argentina.
La ministra de Mujeres, Género y Diversidad cierra el top five de funcionarios que más presentes recibieron para las fiestas, con ocho. Durante el año, Elisabeth Gómez Alcorta había sido la funcionaria que más obsequios había registrado, pero en diciembre sus colegas la relegaron al quinto puesto. La jefatura de Gabinete le mandó un panettone de Cucina Paradiso, el restaurante del chef Donato De Santis; mientras que el club Ciervos Pampas Rugby le envió una caja de alimentos dulces. No fueron los más originales, porque de una organización social de La Plata recibió “plantas varias”, entre las que había flores y hasta una suculenta.
Gabinete
El ranking de los ministros que más atenciones recibieron lo completan Matías Lammens, Martín Guzmán y Claudio Moroni. De los demás, nada. No hay información a pesar de la obligación que impone el decreto 1179 del 2016 de comunicar al Registro Público de Obsequios, dependiente de la Oficina Anticorrupción, cada uno de los objetos que reciben.
Tampoco hay datos de los presentes que llegaron al despacho de Alberto Fernández. Al cierre de esta edición, el último registro es del 30 de noviembre, cuando el príncipe Faisal Bin Farhan Abdullah Al Saud de Arabia Saudita le obsequió una caja de dátiles y una pieza decorativa de vidrio.
La norma impuesta durante el gobierno de Mauricio Macri indica que pueden quedarse con el presente siempre y cuando su precio sea inferior a $12.000. El último objeto registrado que no cumple con ese requisito, y por lo tanto debió quedar en manos del estado, es un jarrón que recibió la secretaria de Relaciones Económicas Internacionales, Cecilia Todesca, en noviembre. El obsequio del embajador de Corea, Jang Myung-Soo, fue destinado al Museo del Palacio San Martín.
Los funcionarios del Gobierno pasaron las fiestas llenos de obsequios. Es el efe efecto Papá Noel.
