Misiones marca agenda aprobando Ley de bioinsumos
El Parlamento Misionero sancionó un proyecto de su titular, Ing. Carlos Rovira, que establece un marco regulatorio para la investigación, desarrollo, producción, procesamiento, registro, comercialización y utilización de estos productos biológicos naturales. De esta manera, la provincia consolida su perfil agrosustentable.
En su quinta sesión ordinaria de 2023, los parlamentarios de la provincia trataron diferentes proyectos de Ley basados en el cuidado de la salud, el ambiente y la producción misionera. Entre los cuales se destacó el que estuvo ubicado como primer punto del Plan de Labor parlamentaria de este jueves: “Ley de promoción de la producción de bioinsumos”, cuyo autor es el titular de la Cámara, Ing. Carlos Rovira.
Los legisladores dieron el visto bueno y aprobaron este proyecto que tiene por objetivo establecer un marco regulatorio para la investigación, desarrollo, producción, procesamiento, registro, comercialización y utilización de productos biológicos naturales, conocidos como “bioinsumos”, que aportan a las políticas de sostenibilidad y sustentabilidad aplicadas a la agroindustria en la provincia.
Esta Ley es otro paso más en la búsqueda y consolidación que hace la provincia a la sustentabilidad, la oferta de alimentos sanos para la población, la soberanía alimentaria y el cuidado del suelo.
Los bioinsumos son una alternativa para el manejo tradicional de los cultivos que además brindan tranquilidad al productor ya que puede trabajar con productos sin ningún tipo de riesgo.
La normativa aprobada se propone generar líneas de trabajo colaborativas a los efectos de promover el desarrollo de insumos biológicos; optimizar los procesos de elaboración de los productos utilizando métodos de purificación totalmente orgánicos; promover planes de acción para el adecuado manejo del riego agropecuario y la eficiencia del uso del agua; diseñar y ejecutar acciones tendientes al crecimiento y desarrollo sustentable de los cultivos en la Provincia; incentivar al desarrollo de nuevos procesos tecnológicos para la producción de bioinsumos a los fines de impulsar su utilización como herramienta primordial en el territorio; enfatizar el empleo de técnicas relacionadas con el reciclaje de materiales orgánicos para mejorar la fertilidad del suelo, el control biológico de plagas y enfermedades, utilizando semillas provenientes de sistemas de producción orgánica; difundir los beneficios y la importancia de la utilización de bioinsumo.
Asimismo, se crea el Registro Provincial de Productores de Bioinsumos, cuyo fin es conformar una base de datos actualizada de todas aquellas personas humanas o jurídicas que tengan por objeto principal la investigación, desarrollo, elaboración, producción, exhibición y comercialización de productos biológicos, elaborados de organismos vivos y sus derivados. Los mismos se verían beneficiados con el otorgamiento de créditos por medio de los organismos competentes.
Una política de Estado
Esta nueva Ley no es un hecho aislado o una casualidad, sino que se encuentra dentro de una planificación que ejecuta hace ya varios años el misionerismo, cuyo norte es fomentar e incentivar el uso de tecnologías y productos que cumplan dos objetivos primordiales: dinamizar el sector del agro y promover la sustentabilidad en todas las chacras misioneras.
“Misiones es la primera provincia agro sustentable de Argentina”, había tuiteado Rovira en ocasión de la inauguración de la mega fábrica de bioinsumos en el Parque Industrial de Posadas, perteneciente a la empresa privada Agro Sustentable S.A.
El éxito de esta compañía es un ejemplo de la apuesta de la provincia a la inversión privada a través de incentivos que llevan a invertir en Misiones. Esta firma en particular se dedica a la producción de bioinsumos, es decir, productos que mejoran las cosechas sin dejar residuos, ni contaminan los suelos a largo plazo como lo hacen los sistemas tradicionales. Además, es una empresa que cuenta con certificación B, que brinda la seguridad que la empresa en cuestión opera con elevados estándares sociales, ambientales, de trasparencia y responsabilidad empresarial.
El 21 de abril pasado, Agro Sustentable presentó sus productos para el refuerzo de cultivos, como la yerba, el tabaco y el té. En aquel momento, su presidente Joaquín Basanta expresó el agradecimiento de la empresa a la provincia, “que fue la que dio el puntapié inicial de la agricultura sustentable, no solamente en Argentina, sino en Latinoamérica”. Luego explicó el proceso de sinergia público-privado para poder lograr esta planta que es única en Latinoamérica. “Los recursos misioneros son espectaculares”, relató Basanta al hacer referencia que los jefes de laboratorio, así como el personal administrativo es totalmente misionero.
En ese sentido, debe destacarse el trabajo del IFAI (Instituto de Fomento Agropecuario e Industrial) en cuanto al fomento, distribución, testeo y reemplazo de insumos químicos por bioinsumos. Este organismo está impulsando la instalación de una cultura orgánica en la sociedad misionera.
Hace poco más de un mes, el organismo comenzó a distribuir un herbicida orgánico llamado “Bioherb”, desarrollado en Misiones por la empresa antes mencionada.
Se trata de un producto que no actúa sobre la raíz, sino que ataca y mata por completo la hoja y su alrededor. Tras las pruebas que vienen haciendo efectivamente comprobaron que ataca la totalidad de maleza, tanto la que es de hoja fina como la de hoja ancha.
Su titular, Roque Gervasoni, destacó que este bioherbicida “no es sistémico, matamos la maleza, pero no tiene una acción residual, es de aplicación constante”.
Este insumo marca un antes y un después para todo el sector, primero porque al ser libre de agroquímicos, es un producto completamente amigable con el ambiente y protege la salud de los productores y segundo, porque ofrece al mercado una nueva alternativa para sustituir finalmente al glifosato, uno de los agroquímicos más utilizados desde hace tiempo.
Economía en movimiento
Misiones es una provincia minifundista donde predomina la agricultura familiar y, como mencionamos, esta Ley se traduce en Salud -su principal legado es proporcionar un ambiente saludable a las nuevas generaciones- y más actividad económica, puesto que según los datos obtenidos hasta el momento la producción local se puede triplicar con el uso de bioinsumos.
Los mismos productores, que ya los comenzaron a utilizar, recomiendan su uso debido a que han experimentado resultados satisfactorios durante las cuatro estaciones del año. Además, todos los trabajadores rurales han dejado testimonio expresando la tranquilidad que les da usar un producto que sea seguro.
Otro aspecto resaltado por los colonos es la mejora en el rendimiento de toda la producción: “Aparte de darte más kilos, lo adelantás en tiempo de cosecha. Yo aplicando cada 15 días el Biomo con CTG [fertilizante] en 60 días los despunté”, afirma uno de ellos.
Finalmente, existe la coincidencia plena entre los usuarios de bioinsumos de la provincia en que este modo de producción representa un orgullo para todos, debido a la seguridad que brinda al productor y la tranquilidad para el consumidor que lleva las verduras y frutas a su mesa.
