Dólar diferencial, zona aduanera especial y el puerto: tres herramientas para el desarrollo de la provincia
Desde el 10 de abril rige un dólar a $300 para las economías regionales. El Puerto de Posadas es utilizado por empresas misioneras, correntinas y paraguayas para abaratar los costos de logística. Las negociaciones para la implementación del área libre de impuestos están cada vez más avanzadas. “Estas tres características vuelven a Misiones una potencia ejemplar para el resto del país”, señaló el diputado electo José Luis Pastori.
Durante los últimos años, capitalizados con mayor fuerza en los últimos meses, Misiones se ratificó como una de las mayores economías del territorio nacional. Con la idea clara de un Estado inteligente, borrando las diferencias entre lo público y lo privado, la tierra colorada se coronó como la primera provincia Start Up del país. En una entrevista exclusiva con canal12misiones.com el contador y diputado provincial electo José Luis Pastori analizó la situación económica presente y futura gracias a las herramientas logradas por el dólar diferencial para las economías regionales, la zona aduanera especial y el puerto capitalino.
—¿Por qué trabajan tan bien lo público y privado en Misiones?
—En los estados inteligentes es invisible la línea entre lo que es público y lo que es privado, y eso pasa en Misiones como la primera provincia Start Up.
Misiones, a pesar de ser una isla dentro del país por el clima que se vive aquí, de desarrollo, de progreso, es una provincia que siempre va hacia adelante, pujante y que siempre está a la vanguardia en todos los temas; y ahora particularmente con el conocimiento.
—¿Cómo afecta el dólar para las economías regionales a la producción?
—Se luchó y trabajó mucho para conseguir el dólar diferencial a $300 a los productos que ofrece la provincia como economías regionales —yerba, té, tabaco y madera—. Con los niveles inflacionarios y la variabilidad del dólar, que se mantenga a ese precio es una solución respecto a cómo se trabajaba antes con una moneda mucho menos competitiva.
El dólar para las economías regionales debería tener ciertas modificaciones, en particular con la situación inflacionaria y las constantes subidas del tipo de cambio. Es necesario renegociar.
—El puerto, ¿Es una opción viable para seguir con el crecimiento de Misiones?
—La totalidad de la cadena productiva todavía no tomó real dimensión de las oportunidades que otorga tener un puerto funcional. Esto facilita los trámites, y reduce los costos en logística y combustible.
Imaginemos que un comerciante tiene la posibilidad de enviar tus productos a otro lado, a un menor costo lo puede hacer. El Estado misionero a través de una visión estratégica e innovadora volvió a reactivar el puerto y le da esa herramienta a todo el sector empresarial y comercial de la provincia para abaratar los costos. Es lo público y privado trabajando juntos, con este Estado que apuesta a que al privado le vaya mejor para crecer en conjunto.

Este sector empresarial y comercial tiene que adueñarse de esta herramienta que le da el Estado y empezar a ocupar el puerto. Primero que baja los costos, y segundo que es una puerta para hacer conocer aún más todo lo que ellos tienen al resto del país y al mundo entero.

—La zona especial aduanera es un reclamo válido que viene hace tiempo porque es el lugar donde se tiene que habilitar. Estratégicamente, nuestra provincia es la mejor situada para salir al mundo.
La zona aduanera nos va a dar competitividad, a través de los precios de los bienes y servicios de origen misionero. Porque una de las grandes virtudes que tiene esta medida presente en el Presupuesto vigente de este año es la reducción o quita de los impuestos nacionales.
Con un puerto que reduce el costo de logística y con una zona aduanera con menores precios de tus productos o servicios, se convierte en una situación en la que Misiones será el epicentro de toda la economía del norte del país. Si esto se puede dar, la provincia modelo en desarrollo. Entiendo que las negociaciones están muy avanzadas y hay muchas chances de que sea reglamentada.
